Conference on prospects for cooperation between Iran and Russia held

Conference on prospects for cooperation between Iran and Russia in 1404 perspective, was held at the presence of state officials, Russia's ambassador, and domestic and foreign guests, at central amphitheater of Imam Khomeini International University.
Public Relations of IKIU reported: Qazvin's representative in Parliament in the opening ceremony of the conference said: “Realities that we are faced with in the international arena and global, regional and continental circumstances, direct us to the reality and necessity of strengthening and expanding our overall political, cultural, economical and security relations with neighboring country."
Hojat Al Islam Abu Torabi fard continued:
"Today the international community with proper understanding of the substantial risk of unilateralism is standing strongly against America’s avariciousness and it considers unilateralism as a serious threat for the current status and future of human societies and political systems. Hence the role of a great and powerful country like Russia which has scientific infrastructures and commendable capacity in the areas of technology and modern science and has adopted a clear stance in dealing with the avariciousnessof America, is a crucial role for the Islamic Republic of Iran.
"Putin, President of Russia, in the two terms of presidency when he was in power and in the third term as the Prime Minister adopted clear positions to promote political position of Russia and to confront unilateralism. These positions played a decisive role in opposing the West campaign led by America and bring Putin to political power." He added.
Qazvin's representative in Parliament stated: "We consider Putin's victory as the victory of confronting with West’s avariciousness in Russia and we believe that Russia, this strong and smart nation, has decided to stand with authority and independence against hegemonic system, hence they have chosen someone who has a profound look and defensible performance in this area. And these clear positions of the nation, government and parliament of Russia have had and will have a decisive role in the belief of statesmen and people of Iran in strengthening and expanding relations with Russia.
Referring to common stances of Iran and Russia, he said:
"Common political positions in many international and regional events may underlie the consolidation and expansion of these relations. We are firmly opposed to any interference of America and the West in evolutions and events in the region, the Horn of Africa, Asia, and the global scene. And Russia has a common approach toward the issue, so strengthening relations between the two countries can lead to creation of a strong front line against ruling regime of the world."
He pointed to the role of energy in future of the world and stated, "By consuming more than 25 percent of fossil energy produced in the world, America is the largest energy consumer, Americans on average consume energy 10 times more than other people. Given that the Middle East has more than two-thirds of the world's energy resources and Iran has the highest and largest resources of oil and gas in the world and also Russia is in the first place in producing gas energy, and global market demand for energy seriously increases by 2015, while four to six percent of the world’s energy resources will diminish, the future belongs to the countries that possess this precious wealth."
Qazvin’s representative in Parliament, referring to the common concerns of Iran and Russia said: "Missile defense shield of the West near Russia and Iran is a very important defensive issue that both countries have common positions and concerns about it and by expanding and strengthening relations in this field, we can take reasonable positions against unwise decisions of the West.”
He pointed out: "Russia having scientific and research infrastructures by strengthening scientific and research relations with Iran can also help scientific development of the world and acquisition of modern technology. And political and senior managers in both countries should properly define the road map to achieve the defined objectives."
In the continuation, member of the national security commission in the parliament and chairman of the parliamentary friendship group with Russia said: "Relations between Iran and Russia in the past decade have been very important and have been the focus of attention by analysts in diplomatic and scientific societies."
Mehdi Sanai by referring to the impact of negative factors in relations between Iran and Russia said: "Relations between Iran and Russia was influenced by two negative factors. The effects of these factors have been lost gradually in the past two decades. One factor was caused by remained mentality of Cold War and lack of mutual trust between Iran and Russia which with the help of the gained experiences during the past two decades, the distrust between two countries relatively declined and Russia is considering Iran as a country that can be a suitable partner in various fields in the region and Iran sees the modern Russia with greater confidence and relations between both countries have become a necessity."
"Another factor is the third countries. Unfortunately America and its relations with Russia, has always casted a shadow upon relations between Iran and Russia and Iranian analysts always waited to see how the relations between America and Russia would be, in order to be able to assess how the next round of Iran-Russia relations will be shaped." He said.
"The effect of this factor is also reduced and Russia has independent look toward the relationship with Iran. In fact the effect of America-Russia relations on Iran has decreased over time. That's a positive point and this trend will continue and both countries' outlook will be closer." He pointed out.
He emphasized: "Russia's perspectives on international issues have become closer to Iran's and Putin's position as a political leader in regional and global issues is close with the Iran's position. We as academics have an obligation to strengthen these relationships by establishing academic courses in teaching Persian and Russian language and promoting cultures.
"In case of International cooperation we follow our work based on several axes. A controversial issue is the globalization of science and our view toward it is that, the nature of science has the characteristics of being universal and international." The Vice and Deputy Minister of Science, Technology and Research ministry in International Affairs, said.
"Another axis is available documents about international cooperation. According the 20-year perspective, emphasis and recommendation of the Supreme Leader and the minister’s plan, specific parts has been allocated to international cooperation that will require the Ministry of Science to accelerate international cooperation based on bilateral cooperation and scientific topics." Arsalan Ghorbani added.
"Our plan in the new year is to increase foreign students and it is also expected that more Russian students would come to study in Iran, and holding a common course is a special program that we are expecting to expand between Imam Khomeini International University and Russia, especially in postgraduate education." Deputy Minister of Science, Research and Technology ministry with emphasis on the importance of relations between Iran and Russia said.
President of Imam Khomeini International University in the conference said, “Imam Khomeini International University on the mission that Parliament and the Supreme Council for Cultural Revolution appointed for it, In addition to increasing the number of non-Iranian students to 50%, has also scientific and educational cooperation and exchange of professors and students among its main objectives."
"In the new era of management in the university that started after 1385, International activities have been considered at the top, and in this short period we could establish good educational, scientific and cultural relationships with different countries that are defined as target countries for the University, and in the same way we have built good relationship with the ally country." Abdolali Ale Booyeh added.
"In today's world what The Islamic Republic of Iran is looking for is the independence and dignity of nations. This goal is common between Iran and Russia, and we believe that nations have independent thought and culture and thinking, and they can be effective in determining their own destiny and no country or organization in the world should consider themselves custodians of other countries." He added.
"We in compliance with Iran's supreme leader say that the independent Iran and a powerful Russia is mutually beneficial, and we hope for the day that all countries in the world be independent, and no country interferes in the destiny of other nations." He stressed.
In the closing ceremony of the conference which was held in 15 April, after holding special panels in two days; Director General of the CIS in Iran's Foreign Ministry stated, “In recent years, Iran-Russia relations were based on the general policies that Supreme Leader has outlined. And in Putin's visit to Tehran the Supreme Leader stated: “the independent Iran and a powerful Russia is mutually beneficial”
Mohammad Reza Morshed Zadeh continued: " Mr. Putin, in response to remarks by The Supreme Leader said, "National benefits of Russia there lies in a strong and effective presence of Iran in international arena”, and we are planning our relations with Russia in line with the overall governmental strategies based on commonalities and reduced disputes."
He pointed to the importance of cooperation of Iran and Russia and said: "Considering the current situation and geopolitical position, the situation calls for conditions that require more interaction between Iran and Russia."
Director General of the CIS in Iran's Foreign Ministry said: "the current economic cooperation between the two countries is not suitsble for the capacity of the relations between the two. The magnitude of our economic and trading exchanges with Russia is about 4 billion dollars while our country has economic exchanges about $7 billion with Iraq, $17 billion with Turkey and $30 billion with China, so the amount of economic exchanges with Russia requires to be increased."
"Also in political point of view about Afghanistan's matter, developments in Syria, and the Arabic countries, Iran and Russia have rather common views." He pointed out.
Scientific advisor of Islamic Republic of Iran in Russia and Central Asia stated: "The factors that hinder the development of international cooperation between Iran and Russia were lack of sufficient knowledge of Russian specialists on Iran and also Iranian academics knew little about the scientific capacity of Russia."
By pointing to the the positive features of higher education in Russia, Behrooz Abtahi added: "the former Soviet Union and Russia have a long history in education, and their positive characteristic is the high level of literacy in their communities. The influence of higher education has been good in Soviet and Russian, so Russia has a lot of universities, and also has one Science Academy, two independent universities, eight federal universities, 30 scientific research universities and 150 of other universities".
"The Islamic Republic of Iran has also more than two thousand universities, 10 top universities, more than 120 state universities, and dozens of Research Institutes, 340 Azad University branches, branches of Payam-e-Noor universities in towns and non-governmental universities. For Iranian families higher education is very important." He said.
He said: "in terms of scientific publications in 2010 Iran ranked 48, and now it ranks 17, representing the scientific acceleration of Iran. In some fields Islamic Republic of Iran has made significant progress and this progress has been made despite the sanctions."
It is worth mentioning that the conference with the prospects of cooperation between Iran and Russia on 1404 perspective was held on 14 and 15 April at the presence of Russian and Iranian officials and experts in the meeting. And special panels were held during the conference at the Imam Khomeini International University.
